In order to assure that staff and children are familiar with all of the EOP drills, programs shall: (1) Practice evacuation off-site and bomb threats once per year with all child care staff; (2) Practice at least 2 other components of their EOP with all child care staff and children each calendar year; and (3) Review all EOP response actions with all staff at least 4 times each calendar year.

The licensing coordinator's review of program documents revealed that the last bomb threat drill was recorded as having been conducted on June 16, 2021. Program staff confirmed verbally that a bomb threat drill had not been completed in 2022 or 2023. Corrective action: A review of the current rule has been acknowledged by director along with an understanding of mandatory emergency drills required to perform with children annually. In the future, a plan to conduct any EOP drills with "staff only" will be held during scheduled monthly meetings as well as posted on the staff calendar as a reminder. A bomb threat drill was conducted immediately.

All center directors, agency administrators, site coordinators, or site directors, and all other child care staff who are responsible for the supervision of children, or who are necessary for the staff to child ratios, shall keep on file documentation of completion of a minimum of 6 hours of professional development, which shall be completed in accordance with the following: (1)  Within 90 days of the first date of employment; (2) Within 2 weeks for programs operating 3 months of the year or less; or (3) By providing documentation of previous completion.

The licensing coordinator's review of four staff files revealed that one staff member did not have 18 hours of professional development. In a follow up conversation, the staff member acknowledged that they did not have the required number of professional development hours for 2023. Corrective action: The staff member has reviewed and acknowledged the current rule, They are actively working to obtain the required 18 hours of professional development for 2024. In the future all staff will need to provide evidence of completed hours if not available through prosolutions to maintain compliance.
