The Office of Child Care Licensing (OCCL) received a complaint on September 25, 2023, regarding unlicensed care. An investigation was conducted on September 27, 2023. This complaint is substantiated because Marie Saintile was providing care for children while her license was suspended. In addition, Ms. Saintile informed the specialists she would not cease operation. After consultation with a supervisor, licensing specialists returned to Ms. Saintile s home and informed her to immediately cease operation and they would remain onsite until the children were picked up. All children were picked up.

The Office of Child Care Licensing (OCCL) received a complaint on November 7, 2022, regarding exceeding capacity. An investigation was conducted on November 9, 2022, and a follow-up visit was conducted on November 16, 2022. The complaint is substantiated for exceeding capacity because Ms. Saintile admitted to providing care to seven preschool-age and younger children on Monday, November 7, 2022, and on November 16, 2022, there were three infants and two preschool-age children observed in care. Additional concerns noted were Ms. Saintile was not documenting children s attendance and a candle was observed burning in the kitchen during the follow-up visit.

Ensure each child is observed on arrival for signs of communicable disease, injury, signs of ill health, and signs of child abuse or neglect.
Ensure the children do not have access to latex balloons. The Specialist observed a three-year-old child playing with a pink semi-deflated latex balloon. This was corrected when the Specialist removed the latex balloon.
Ensure television time is no longer than one hour without permission from a guardian. Ensure that each child in care has permission for screentime.

Ensure the diapering area is equipped with the required items and that a foot-activated trash can is used only for diapers. This trash can must be within arm's reach of the changing area, lined with a plastic bag, and sanitized daily. Soap and water must be available for cleaning.

Ensure areas and equipment are washed with soap and water. The Specialist did not observe a bottle labeled or available with soap and water.
Ensure that infants have a monthly feeding schedule, a daily record of feedings, and bottles are labeled.
Ensure a menu is posted and updated if the meals change. Ensure that children receive all the components of the meal. The Specialist observed, and the children confirmed that they only received water and Cheerios.
Ensure daily records of an infant's feeding, sleeping, diapering, and other routine activities are documented and shared with the guardian daily.
Ensure the emergency plan is posted where it is accessible. The current emergency plan is in the corner behind the television.
Ensure rest equipment is labeled for each child, infants are resting in approved equipment for rest with no items in or on the equipment. LS observed the infant placed in a pack-and-play with toys inside it and blankets hanging on it. This was corrected when the child was removed after a few seconds due to waking up. A conversation was had with the provider about this, and the child playing in the pack-and-play.
Ensure handwashing is performed after eating and at other times as stated in the regulations.

Contact an approved electrical inspection agency to have an electrical inspection completed. Discontinue the use of air fresheners. A wall plug-in was observed in the hall next to the kitchen and the bathroom. An automatic air freshener was observed in the child care room.
