The licensor did not observe enough toys/materials that were developmentally appropriate for the ages of the children enrolled. The licensor observed a lot of infant toys accessible, and there were 2 bins of blocks on a high shelf, some play food for the kitchen on a high shelf and some dress up clothes on a high shelf.
