On May 18, 2026, the Office of Child Care Licensing (OCCL) received a complaint alleging non-compliance with staff-to-child ratio and maximum group size requirements in the opening classroom, the use of unqualified staff to supervise children, improper diapering practices due to the absence of a changing table, and failure to implement an appropriate activity schedule. An investigation was conducted on May 26, 2026. The complaint is substantiated regarding staff-to-child ratio requirements and diapering procedures. During the investigation, LS #1 observed Staff #2 supervising seven one-year-old children after an additional child arrived for care. The classroom exceeded the required staff-to-child ratio until Owner #1 relocated one child to the infant classroom, restoring compliance. In addition, diapering procedures were not implemented in accordance with regulations in the opening classroom as a soiled diaper was observed in a trash can not designated exclusively for diaper disposal nor was it foot-activated or have a lid, and no diapering procedure was posted. Staff #3 reported several two- and three-year-old children in the classroom remained in pull-ups and were not yet toilet trained. According to this information, a diaper changing table is not required. The allegations concerning unqualified staff and failure to follow an appropriate activity schedule are unsubstantiated. Records and observations confirmed all staff present were qualified as Early Childhood Teachers or Early Childhood Assistant Teachers. Observations also verified children were engaged in activities consistent with the posted daily schedule. Administrator #1 and Staff #10, who is trained in day-to-day operations, did not arrive until approximately 7:47 a.m. and 8:00 a.m., respectively. Due to staff absences, Staff #2 remained in the office supervising Child #1 and Child #2 until Administrator #1 arrived. Children should only be cared for in designated child care spaces.
