The Office of Child Care Licensing (OCCL) received a complaint on January 27, 2023, regarding concerns about improper discipline. An investigation was conducted on February 13, 2023. This complaint is substantiated for improper discipline. Ms. Medley denied the use of physical force with children. However, Ms. Medley stated she will have children sit in a chair until a parent arrives if they are not following the rules. Additional concerns noted at the visit were two children who have been attending as drop-in for before and after care were not included on the renewal application or list of enrolled children and did not have completed child files, and there was an infant sleeping in a pack-n-play with a blanket during this visit.

On February 1, 2023, a complaint was called into the Report Line and accepted for investigation by the Institutional Abuse Unit (IA). It was sent to the Office of Child Care Licensing (OCCL) on February 1, 2023, and accepted for investigation regarding improper discipline. On February 7, 2023, IA notified the Office of Child Care Licensing (OCCL) they were closing this complaint as unsubstantiated based on Parent #1 denying the allegations and Child #1 recanting their statements. Child #1 also did not have any injuries. OCCL conducted an investigation on February 13, 2023, regarding this complaint and a complaint with similar allegations from February 27, 2023. This complaint is substantiated for improper discipline. Ms. Medley denied the use of physical force with children. However, Ms. Medley stated she will have children sit in a chair until a parent arrives if they are not following the rules. This non-compliance was cited in the case report written regarding the complaint received January 27, 2023.
