The Office of Child Care Licensing (OCCL) received a complaint on March 29, 2023, regarding lack of supervision, the licensee not providing the majority of child care, concerns about the physical abilities of the licensee and substitutes, overuse of screen time and confining equipment, and concerns about the safety of the indoor space as well as the dog in the home jumping on adults. A second complaint was received by OCCL on March 30, 2023, regarding concerns of lack of supervision. At the conclusion of an investigation conducted on April 3, 2023, this complaint is substantiated for multiple allegations. Substitute Angelina Bailey has been providing at least 50% of the care of the children rather than the licensee, and the licensee did not notify OCCL of this. Angelina admitted to falling asleep in the child care space while another adult was not fully present and supervising the children. Angelina stated the television is on most of the day and it is not on children s channels. There was no evidence to substantiate concerns about the dog within the home; no aggressive or inappropriate behavior was observed. As a result of this investigation, multiple additional concerns were noted, including not following an appropriate schedule for the children, not providing meals that meet the requirements, using a kitchen that was not approved by OCCL to provide meals to children in care, two trampolines being present in the child care space, and not following sanitation procedures.
