Supervision of Children The FCCP and/or staff shall ensure visual supervision of children except as allowed in rules 6.2.4.1 - 6.2.4.4 of these regulations.
Upon arrival to the FCCH, the provider was in the outdoor play area supervising eight (8) children of mixed ages between ten (10) months and eight (8) years old. When asked about the number of children in care on this day, the provider stated that the five (5) month old infant was inside sleeping. She stated that she was checking on them every fifteen (15) minutes while the rest of the children continued playing outside. The napping infant was sleeping in a bedroom located through the entryway, through the kitchen, and through the dining room, approximately 50 feet from where the provider stood supervising the other children. The infant was sleeping in a portable crib in a bedroom, with the door closed and white noise machine playing loudly. The provider stated that the infant fell asleep in the stroller outside during their outdoor play time. The provider transferred the infant to the crib in an effort to be in compliance with rule 5.4.2.3. The provider stated that the infant had been sleeping inside for about twenty (20) minutes. The distance between the location of the children playing outside and the location of the sleeping infant, along with the closed entrance door, closed bedroom door, loud noise machine significantly impacted the provider's ability to visualize, hear and physically respond immediately to the sleeping infant or the group of children remaining outside unsupervised. This is a serious violation.
