Child care staff shall not allow children younger than 3 years of age to have access to toys, toy parts, and other materials that pose a suffocation or choking risk or are small enough to be swallowed, including, but not limited to, coins, balloons, exposed foam padding, or empty plastic bags.
REPEAT CITATION PREVIOUSLY CITED ON SEPTEMBER 20, 2023. The licensing coordinator observed an empty plastic grocery bag accessible to the children on a shelf 18 inches from the floor in the Infant 2 Classroom. Staff immediately removed the bag from the shelf and placed it in a location inaccessible to the children. A review of department records revealed the program received a similar citation during a monitoring visit on September 20, 2023, that was corrected at the visit. Corrective action: We have put the following verbiage into our Parent Handbook (under Child’s Health Policies and Procedures) and our ECE Orientation Guide (under Cubbies and Personal Belongings), in each Classroom Orientation Packet to review with all parents, as well as our parent newsletter on 8/1/2025: "Safety Reminders: Items Labeled “Keep Out of Reach of Children” - In accordance with NH Child Care Licensing regulations, any items labeled “Keep out of reach of children,” including creams, ointments, and medications, must not be left in your child’s bag. For the safety of all children, these items must be handed directly to a teacher at drop-off for proper storage. Medications, whether prescription or over-the-counter, should be brought to the front desk for appropriate processing and secure storage. Additionally, we kindly ask that items not be brought in plastic bags, as they can pose a safety hazard when empty. Thank you for your cooperation in helping us maintain a safe and compliant environment. We have also highlighted the following item on our daily Staff Licensing Checklist and will review this checklist at our next staff training: Empty plastic bags are not accessible to children. This and other items that pose a safety threat to our children should be seriously monitored and violations by staff will be an offense written up in the staff performance record.
