Applicable childcare requirements were discussed with you, Shem Godfrey, Operator and Kierston Godfrey, Additional Caregiver. During this visit I monitored the indoor and outdoor areas approved for child care. Children were observed actively engaging with the caregivers and participating in various free-choice centers, including fine motor activities, books, blocks, and dramatic play. Positive and developmentally appropriate interactions between the caregivers and children and adequate supervision were observed during this visit. Their four-star license was posted and in compliance with all restrictions noted on the license. In addition, the operator’s and additional caregiver’s files, program records, and all children files were monitored. According to the menu the children will be served turkey and pesto wrap (whole wheat wrap) mixed vegetables, oranges slices, and milk. During this visit you requested to be approved for transportation. I discussed with you that I can't approve you for transportation until all transportation requirements have been met. I discussed the requirements with you and I also gave you a list of the requirements. You should notify me in writing when all requirements have been met. If it is determined that you have met all requirements then you can be approved for transportation. You should not provide transportation until you have been approved. Overall enrollment and attendance information were collected. The attached Family Child Care Enrollment Worksheet reflects this information. At the conclusion of the visit, the visit summary was reviewed with you, and you were provided with an opportunity to ask questions, seek clarification, and request technical assistance. You were also provided with a copy of this visit summary for your records. Violation Number Comment Rule 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The caregivers didn't complete the ABCMS Portal/Roster. G.S. 110-90.2 & .2703(r) 2031 Operator did not provide a copy of the shaken baby syndrome and abusive head trauma policy to parents at time of enrollment, and / or within fourteen days of a changes to the policy. This policy was not given to the parent at time of enrollment for one child enrolled. .1726(b)&(c) The two (2) violations documented above must be corrected immediately. A signed and dated letter of compliance must be submitted to me no later than April 14, 2026, clearly detailing how each violation has been corrected. Failure to submit your compliance letter by the stated deadline or failure to contact me regarding a revised timeline may result in a follow-up visit, and violations may be cited. If you are unable to meet the required deadline of April 14, 2026, you must contact me prior to that date with a proposed timeline for completing the required corrections. In some cases, this time frame may be extended. Important Notice: If your compliance letter states that corrections have been made and it is later determined they were not, this will be considered falsification of information, and an administrative action may be taken against your license. You are required to always maintain compliance with all applicable child care rules and regulations. NC GS 110-90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past eighteen (18) months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. Violations cited during today’s visit may negatively affect your compliance score. As of today, your compliance history is 99%. Your compliance history was reviewed with you, and you were also given a copy to keep for your records. Rated License: Pathways to the Stars: The NC Quality Rating and Improvement System (QRIS) QRIS is a systemic approach to assess, improve, and communicate the level of quality in child care. It encourages programs to engage in continuous quality improvement and families may use the star rating to make informed decisions when choosing a child care facility. During the visit you were provided with information about the three (3) QRIS Pathways. It was discussed with you that you should begin to review the different pathways and choose the best pathway for your facility. During this visit you submitted your Application for Assessment for a Rated License for a FCCH in which you indicated that you will choose Pathway #2 – Classroom and Instructional Quality. A new Pathways to the Stars Rules Roll Out module is now available in the DCDEE Moodle digital learning platform. To access the links in the application you can visit: the DCDEE website at: www.ncchildcare.nc.gov and click on the provider tab and then scroll down and click on the provider documents and forms and then click on the Application for Assessment for a Rated License for Centers. Questions about QRIS Modernization (Reform) may be sent to [email protected]. I will process your star rated license using the education information that is in WORKS at that time. So, it is imperative that all your education information has been processed through WORKS as soon as possible. Failure to do so could impact your star rated license. Keep in mind that to be eligible for subsidy payments your FCCH must transition to a three to five star rated license. Technical Assistance: ABCMS Provider Portal As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. To gain access to the Provider Portal complete the ABCMS Child Care Provider Portal Training on DCDEE's Moodle. The training consists of watching a short video then taking a test about the video.
