An Annual Compliance visit was conducted on August 20, 2025. The program currently operates with a 5-star rated license issued October 11, 2022, earning 7 points in Staff Education, 5 points in Program Standards, and 1 point in Quality by meeting a programmatic option. License restrictions include 1st and 2nd shift, meets enhanced ratios. I verified through the NC Secretary of State website and found Pamper, Hugs & Luvs Learning Center #2 INC was listed as active and current. One violation of child care requirements was observed and documented. I was assisted by Ms. Lottie Flores, Lead NC Pre-K teacher. A walk through was conducted on the indoor and outdoor areas. Staff/child ratios, group size, capacity, use of space, and supervision were observed. While some children were completing lunch, others were preparing for rest time. Positive and nurturing communication occurred as teachers assisted with the children. Toileting routines were observed as well as adequate handwashing. Today's lunch consisted of sliced turkey with whole wheat bread, pears, sweet peas, and milk. REQUIRED INSPECTIONS: A sanitation inspection was completed on September 5, 2024, with 4 demerits and Superior rating. A current sanitation inspection has not been completed. This is a violation of child care requirements. A fire inspection was completed on October 21, 2025. Violation Number Comment Rule 104 Center has not passed required sanitation inspection and received an approved or superior rating. The last sanitation inspection was completed on September 5, 2024. 10A NCAC 09 .0304(b) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS110-90(4) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violations documented may impact the compliance history score. The violation documented must be corrected immediately. On or before March 19, 2026, I must receive a compliance letter that explains how the violation was corrected. For your violation, you can state that you have contacted the EHS and requested an inspection, immediately. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in any letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. You may email the compliance letter to [email protected]. Technical assistance was given on the following: While observing the outdoor learning environment, I noticed several balls were not fully inflated. Maintaining proper air pressure in balls ensure that children can safely and effectively engage in gross motor activities. When balls are fully inflated, they bounce and roll as intended, allowing children to practice important skills such as kicking, throwing, catching, and coordination. Deflated or partially deflated balls can limit children's ability to participate in these activities and may lead to frustration or decreased engagement. QRIS Pathways to the Stars: The Administrator, Tina Colvin, attended the Director's meeting on September 30, 2025 where additional guidance on the QRIS changes, transition plan and timeline were shared. Ms. Colvin shared with me via an email message that at this time they were looking at renewing their stars via Pathway #1. The Annual Compliance visit is due by August 20, 2025. A Rated License Assessment can be completed at that time as well. I will email Ms. Colvin the application packet in early July so she can begin completing the required information.
