On May 7, 2026, the Office of Child Care Licensing (OCCL) received a complaint regarding concerns of lack of supervision. An investigation was conducted on May 13, 2026. This complaint is substantiated for lack of supervision based on interviews conducted. Administrator #1 and one staff member stated Child #1 and Child #2 were left alone in the classroom for an undisclosed amount of time on two separate occasions.

On March 30, 2026, the Office of Child Care Licensing (OCCL) received a complaint regarding concerns of failing to use positive behavior supports. An investigation was conducted on April 1, 2026. This complaint is substantiated for failing to use positive behavior supports based on interviews conducted. Administrator #1 and one staff member stated they have not observed Staff #1 failing to use positive behavior supports, but they have observed actions that do not align with JCC policies, which led to the termination of employment for Staff #1. Two staff members, who were interviewed separately, stated they have observed a staff member being rude to children and not helping the children when needed. Two staff members stated they have only observed positive behavior supports within the facility. All staff members interviewed stated they have not observed any staff members plucking children.

On March 17, 2026, the Office of Child Care Licensing (OCCL) received a complaint regarding concerns of failing to use positive behavior supports. An investigation was conducted on March 18, 2026. This complaint is substantiated for failing to use positive behavior supports based on interviews conducted. Four staff members, who were interviewed separately, stated they have observed a staff member talking down to the children and intimidating children. Administrator #1 and three staff members stated they have only observed positive behavior supports within the facility.

On May 22, 2025, the Office of Child Care Licensing (OCCL) received a complaint regarding concerns of lack of diapering tables leading to improper staff-to-child ratios in the infant classrooms and improper handwashing between diaper changes. An investigation was conducted on June 6, 2025. This complaint is substantiated for concerns of improper staff-to-child ratios in the infant classrooms based on staff interviews. All staff interviewed stated classrooms have been left with improper staff-to-child ratios during diaper changes. There is no evidence to substantiate this complaint for improper handwashing between diaper changes based on staff interviews. All staff interviewed stated they wash their hands in the bathroom between each diaper change.

On August 30, 2024, the Office of Child Care Licensing (OCCL) received a complaint regarding concerns of improper discipline. An investigation was conducted on September 3, 2024. This complaint is substantiated for improper discipline based on interviews conducted. Three of the four staff stated Staff #1, who works with infants, used force and inappropriate actions when handling children, including grabbing children by the arm and moving them roughly across the classroom and holding a child down on their back to make them go to sleep. Administrator #1 stated she had observed Staff #1 in the past moving a child by the arm to keep out of danger while on a walk and the administration team provided additional support to Staff #1 regarding appropriate interactions with the children. All staff members interviewed denied witnessing Staff #1 hold a child down and forcing them to eat or pouring water onto a child s face as a punishment.
