On March 24, 2026, the Office of Child Care Licensing (OCCL) received a complaint regarding incorrect staff-to-child ratios. Based on observations of classrooms, interviews with staff, and a review of attendance records, this complaint is substantiated for incorrect staff-to-child ratios. LS #1 observed three classrooms out of correct staff-to child ratio while conducting the investigation. LS #1 reviewed documents showing four classrooms had incorrect staff-to-child ratios earlier that day. Five staff members interviewed stated they were out of ratio that day. An additional concern noted during this visit was two staff members working with children who were not eligible and one additional staff member not qualified to be in the classroom alone.
