On March 4, 2024, the Office of Child Care Licensing (OCCL) received a complaint regarding restricting the hours therapists can serve children in the Center to between the hours of 9:30 am and 3:00 pm and improper staff-to-child ratio in the morning and afternoon. An investigation was conducted on March 8, 2024. This complaint is substantiated for improper staff-to-child ratio because according to attendance records viewed, the Grasshopper room was over ratio in the morning on three days, and the Wiggle Worm classroom was over ratio in the morning on four days. The administrator stated they have a system in place in the event they would become over ratio to immediately correct it by having a floater or office staff enter the room until another staff arrives; however, the attendance records do not indicate another staff person entered the room to remain in compliance. There is no evidence to substantiate the allegation of restricting therapists access to the center because the administrator stated they requested therapists limit their visits between the hours of 9:30 am and 3:00 pm but have never prohibited their entrance during hours of operation. Sign-in sheets in the center show therapists have visited before 9:30 am and have had sessions last until after 3:00 pm. Non-compliance Cited: Reg #27: Ensure staff-to-child ratio is maintained at all times, adhering to the regulations for the youngest age present in a combined classroom. According to attendance records viewed, the Grasshopper room was over ratio in the morning on three days and the Wiggle Worm classroom was over ratio in the morning on four days. This was corrected on March 15, 2024, when the administrator proactively sent the licensing specialist an action plan to remain in compliance with ratios. They have arranged staffing in order to open up each classroom daily which eliminates the need to combine classrooms in the morning. In addition, they are committing to re-training staff on proper sign-i n and sign-out procedures.
