The Office of Child Care Licensing received a complaint on November 8, 2024, regarding the improper release of children, not providing a handbook, animal interactions, cleanliness, napping, not following a schedule, firearm storage, improper discipline, an unapproved person around the children, using an unapproved and unfenced outdoor area, capacity and ratios, lack of supervision, having children outside and not dressed appropriately for the weather, not feeding the appropriate number of meals and snacks, and the provider being under the influence of drugs. An investigation was attempted on November 8, 2024, but the provider was unavailable. An investigation was conducted on November 25, 2024. The complaint is substantiated for an unapproved person around the children because Licensing Specialist (LS) #1 and Supervisor #1 observed Child #2 at the neighboring family member s home outside with Person #2, who is not fingerprinted to be with the children in care, and Person #6 is still living in the shed and at the child care when at the annual visit the LS was told Person #6 would be leaving the property July 11, 2024. The complaint is substantiated for animal interactions at the home because the provider had not mentioned to the parents that they were feeding chickens and interacting with other animals during child care hours. There is no evidence to substantiate the allegations of improper release, not receiving a handbook, children not napping, or the schedule not being followed because Provider #1 stated Child #1 did not leave with Person #2, who was not an authorized release individual. No custody documents provided a care schedule; parents receive a handbook at enrollment, and children nap if they want to. For those who do not have activities to do, the provider stated the schedule is followed and was shown to LS #1. There is no evidence to substantiate the allegations of improper discipline, children not having clothing available, children not accompanied at the bus stop, and children not receiving meals or snacks because the provider stated she does not have behavior issues with any of the children, there is ample clothing available for all seasons, the children walk to the bus with the other children and the children are fed the food they bring if they choose to and then also have access to the food in the house during mealtimes and whenever they want to eat if they are still hungry. There is no evidence to substantiate the allegation the child care facility was not clean because the bathroom and the child care areas were clean. There is no evidence to substantiate the allegation of a firearm, taser, or knife storage not complying because the firearms and knives are stored appropriately and no one at home owns a taser. There is no evidence to substantiate the allegation of an unfenced outdoor play area because the LS observed a fenced area with two self-closing and self-latching gates. There is no evidence to substantiate the allegation of ratios or capacity because the provider stated she only has five children enrolled. There is no evidence to substantiate the allegation of the provider being under the influence of drugs because the provider denied this allegation. There is no evidence to substantiate the allegation of staff being on drugs or drinking because the child care operates as a family child care and does not have staff. Additional concerns noted were the children do not have parental permission to go to the back area offsite of the licensed property, the provider stated she applies bug spray but does not have Medication Administration Records for the children, the child files were not on site, the provider was caring for a family member with a child in care next door, and Person #5 was present, but does have a health appraisal.

OCCL received a complaint on April 26, 2022, regarding the provider smoking weed, children not having supervision by a qualified person, and not following firearm requirements. An investigation was conducted on April 27, 2022. The complaint is substantiated for not having supervision by qualified staff because Child #1 and Child #2 both stated one of Ms. Goode s children is left alone with the child care children. There is no evidence to substantiate the allegations of smoking weed while children are present and not following firearm requirements because they denied the allegations, and firearms are kept outside of the home in a safe. The following additional concerns were noted: a former household member moved back onto the property, was not fingerprinted, and OCCL was not notified; the sheds outside of the outdoor play area were not locked; the smoke detector on the wall had the battery hanging out; and an electrical outlet was observed hanging out of the wall.
