Nine children were left alone in the outdoor play area, while a staff member brought a child inside the building. The staff stayed inside for approximately five (5) minutes.
The written statements of two (2) staff and onsite video footage showed Staff A grab a child by the arm and pull the child in the direction the staff wanted them to go, raised the child to their face while holding their upper arms and speaking in a loud stern voice told the child to stop it, listen and sit down. As the child was trying to get up from the floor, staff A grabbed the child's arm and forcefully sat them back down. This is a serious violation.

This site visit inspection recorded no violations or advisories.
During the visit I identified a staff member who was not listed on the associated parties and therefore a record check authorization form had not been processed by the Child Development Division and they were not approved to work at the program. Director confirmed she did not submit a record check authorization form, the staff member just started working at the program as they were short staffed. During the visit I did not observe this staff member alone with children and noted that other staff were aware that they did not have clearance to be left alone with children,
