One staff member to four children for ages zero to 16 months is required. On April 30, 2026 in Room #2, five children were observed with one staff, and the youngest child (Child #5) was 8 months. On May 6, 2026, room #3 did not meet the required ratio. One staff member was observed supervising six children for approximately one hour, followed by five children for about another hour. The youngest child present (Child #6) was 14 months old.
