Child care staff shall not allow children younger than 3 years of age to have access to toys, toy parts, and other materials that pose a suffocation or choking risk or are small enough to be swallowed, including, but not limited to, coins, balloons, exposed foam padding, or empty plastic bags.
REPEAT CITATION, PREVIOUSLY CITED ON FEBRUARY 7, 2025, UNDER He-C 4002.25(f). The licensing coordinator observed that in the Yellow Group classroom, there was a sensory table equipped with small pompoms and small foam eggs, all accessible to children younger than 3 years of age. Additionally, in the bathroom used by children, in an unsecured cabinet and on a low shelf, there were several empty plastic bags. The center director moved the empty plastic bags. The program previously corrected this non-compliance during the February 7, 2025, visit. This constitutes a repeat citation regarding potential choking hazards being accessible to children. Corrective action: The sensory table has since been cleaned out and the locks replaced on the cabinet doors in the bathroom. The bags remain in a closet that is only accessible to adults and is locked. In the future, all cabinet locks will be checked daily and the sensory bin will be approved by the center director prior to opening it up to children to ensure no choking hazards are present. Child care staff shall not allow children younger than 3 years of age to have access to choking or suffocation hazards.
