Child care staff and household members shall not: Abuse or neglect children.
The complainant stated that Staff A slapped Child A and that Staff D had witnessed the incident. The complainant stated Staff B reported that Staff A had told the complainant that Staff A had slapped Child A, and that they had a phone call with Staff C and Staff A, during which Staff A confirmed they had slapped Child A. Staff B confirmed that Staff A had asked to speak to Staff B and had disclosed they had done something “really naughty” and demonstrated this by asking Staff B to hold out their hand and Staff A slapped their hand. Staff B confirmed Staff A reported to them that they had slapped Child A. Staff E reported Staff D had heard a slap and had immediately reported what they heard to Staff E, who advised Staff D to report it to Staff C. Staff C confirmed Staff D reported that they thought they heard Staff A slap Child A, and that Staff C had checked video footage to try to verify the reported incident, but could not verify this due to a lack of cameras in the nap area, the statement that Staff D had not seen the slap but had only heard what sounded like a slap, and that Staff A had denied the allegation at the time. Staff C reported that Staff A later confirmed the incident occurred on a phone call with Child A’s parent, after Staff B reported to Child A’s parent that Staff A had admitted they had slapped Child A’s hand during rest two weeks before. Staff C reported the incident to the department on November 21, 2025. Corrective action: One-4-All Child Care Center received a complaint from a toddler staff member alleging that a volunteer in the program slapped a young child’s hand during program hours. Any form of physical discipline or physical contact intended as correction is strictly prohibited at One-4-All Child Care Center. Immediate Action Taken • The volunteer involved was released immediately and is no longer permitted on site in any capacity. • The incident was documented internally and reviewed by administration upon notification. • Staff were reminded that any concerns regarding volunteer or staff behavior must be reported immediately to administration. Policy Review and Compliance One-4-All Child Care Center maintains a zero-tolerance policy for physical discipline, corporal punishment, or inappropriate physical contact with children. This policy applies to all staff, volunteers, interns, and visitors. Corrective Measures Implemented 1. Volunteer Background Checks o Effective immediately, no volunteer will be allowed on site or have contact with children unless all required background checks are fully completed and cleared, consistent with NH child care licensing requirements. o This includes criminal background checks and any additional screenings required by state regulation or program policy. 2. Volunteer Access and Supervision o Volunteers will not be left unsupervised with children at any time. o A designated staff member will be responsible for supervising volunteers during all volunteer activities. 3. Policy Reinforcement and Training o All staff will receive a refresher on child guidance policies, mandated reporting requirements, and appropriate interactions with children. o Volunteers will receive clear written expectations prior to approval, including explicit prohibition of physical discipline. 4. Documentation and Oversight o Volunteer approvals, background check clearances, and supervision assignments will be documented and maintained on file. o Administration will conduct periodic reviews to ensure continued compliance.
