The complaint states that the center director self-reported that on April 7, 2026, a child in the pre-k class touched another child's private area while playing in the block area. This was witnessed by a staff member in the room. LS interviewed one administration staff member as well as the teacher in room 9 over the phone in reference to the complaint. The teacher in room 9 stated that on April 7, 2026, her back was turned to the children and she noticed that the room was too quiet. She then turned around and saw one child touch another child in their private area. The other child then touched the other child back on the child’s thigh. The teacher stated that the one child is constantly touching other children, and she always has to move him away from the other children. She also stated that the child likes to look under stalls when children are using the bathroom. She has heard from other children that the child likes to pull down their pants and has touched them on their behind, but has never personally witnessed the child touching another one inappropriately until 4/7/26. The operator shall ensure the safety and security of each child at all times.
