110.7(1)d Rebecca was not present on HHS's first attempt to conduct a compliance visit. Rebecca's daughter answered the door and stated that her Rebecca had run to an appointment and would be back shortly. Rebecca's daughter is not listed as DHS-approved substitute. When HHS returned later to complete Rebecca's compliance visit, she was at home. Rebecca acknowledged that her daughter was not listed as DHS-approved substitute and in the future she would either have her daughter complete the steps to become an approved substitute or close her daycare when she needed to attend an appointment.
