Staff-child ratio and maximum group size shall be implementedmet and maintained during all hours of operation At the time of the visit on April 21, 2026, the Worker initially observed 15 children in one classroom, and 12 children in the other classroom, but the children would consistently go in between both classrooms. The Worker asked each teacher in the classrooms where their assigned children were, and each teacher indicated that their assigned children were distributed between both classrooms, rather than being present in the classroom in which the teacher was currently located. Several teachers were initially unable to locate where their assigned children were, and had to visually search the classroom they were in for their assigned children.<br/> <br/> The Hawaii Administrative Rules for Group Child Care Centers and Group Child Care Homes define "Group Size" as "... the number of children assigned to a specific staff who occupy an individual classroom or defined physical space within a larger area." As such, the group size is not being met.<br/> <br/> <b>*For safety and supervision reasons, staff must be aware of the location of their assigned children at all times during the operational day. Please create a new plan demonstrating that teachers are aware of the location of the children assigned to them at any given point during the school day.</b>*<br/>
