Rule 591-1-1-.03(9) requires that staff shall not engage in, or allow children or other adults to engage in, activities that could be detrimental to a child’s health or well-being, such as but not limited to, horse play, rough play, wrestling, and picking up a child in a manner that could cause injury.
During an Incident Investigation and Follow-Up visit conducted on February 19, 2025, it was determined based on an investigation that on January 31, 2025, a staff member roughly handled a 3-year-old child by picking them up by the arm causing an injury to the elbow. The staff member was moving the child from one area of the room to another when the incident occurred. The staff member was observed swinging the child’s arm back and forth while walking toward the other children. The child was observed crying and holding their right arm. The injury required professional medical attention.
