On March 9, 2026, the Office of Child Care Licensing (OCCL) received a complaint regarding concerns of failing to use appropriate behavior supports. An investigation began on March 11, 2026, and was concluded on March 19, 2026. This complaint is substantiated for failing to use appropriate behavior supports based on interviews conducted, written statements reviewed, and video footage reviewed. One staff member stated they observed only appropriate behaviors but were dealing with the other children at the time. One staff member's statement stated they observed Staff #1 inappropriately holding Child #1 down. Video footage reviewed showed Staff #1 grabbing Child #1, physically placing them on the bench, picking Child #1 up by their coat, and also holding Child #1 on the ground. Staff #1 s employment was terminated by the center.
