On April 11, 2024, two complaints were called into the Child Abuse and Neglect Report Line and accepted for investigation by the Institutional Abuse Unit (IAU). The Office of Child Care Licensing (OCCL) received the complaints on April 11, 2024, and accepted them for investigation regarding improper discipline. IA Investigator Michael Zuka notified OCCL they could proceed with their investigation, and an unannounced visit was conducted on April 24, 2024. This complaint is substantiated for improper discipline because two staff members submitted statements noting they observed Staff #3 was rough with Child #1. Staff #3 admitted to using a restraint on Child #1 in an attempt to prevent his head from hitting a bench on the playground, and this restraint led to bruising and scratches on Child #1. Staff #3 s employment was terminated because of this incident. Mr. Zuka was contacted multiple times regarding an update on a scheduled Child Advocacy Center (CAC) Interview and stated the family did not attend two scheduled interviews. Mr. Zuka stated while their investigation is still pending, it was determined Staff #3 s action and restraint did cause an injury to Child #1.
