On May 10, 2022, a complaint was called into OCCL regarding lack of supervision, improper discipline, and failure to transport a child to school as agreed to. LS Brady and LS Bailey began a complaint investigation on May 16, 2022 and concluded the investigation on June 15, 2022. This complaint is substantiated for lack of supervision because Ms. Brown dropped a child off outside of the child s home without the parent being home and left as evidenced by text messages and witness interviews. This complaint is substantiated for improper discipline because Ms. Brown pinched children s ears and pulled one child s arm for misbehaving as evidenced by interviews. This complaint is substantiated for failure to follow transportation arrangements because there was no parent or guardian permission on file for Ms. Brown to transport children to school. Numerous concerns were noted during this investigation including over-capacity almost daily for at least three months, failing to keep daily attendance, failure to obtain written permission for transportation for routine program outings, providing false information to OCCL, failing to keep a child s file for three months after enrollment, and failing to take emergency numbers when transporting children. These concerns were based off of documents obtained, failure to produce requested documents when asked, and interviews.
