On April 17, 2026, and April 24, 2026, the Office of Child Care Licensing (OCCL) received two complaints regarding incorrect staff-to-child ratios, not cleaning or sanitizing as required, and not notifying a parent of illness concerns in a timely manner. An investigation began on April 21, 2026, and concluded on April 27, 2026. Based on observations, staff interviews, and documentation received, this complaint is substantiated for incorrect staff-to-child ratios. During an unannounced visit, it was observed one classroom was out of staff-to-child ratio with nine two-year-old children with one staff member. Two out of three staff members interviewed stated they are sometimes over staff-to-child ratios in the mornings, and there were multiple instances of classrooms documented as over staff-to-child ratio on attendance records reviewed. Based on observations and staff interviews, there is no evidence to substantiate this complaint for not cleaning or sanitizing as required and not notifying a parent of illness concern in a timely manner. All staff interviewed stated they clean as required daily and weekly and notify parents in a timely manner of illness concerns with children. LS #1 observed all classrooms to appear clean. An additional concern noted was staff attendance records were not accurate according to attendance documentation reviewed. While the attendance records reviewed documented children present in classrooms with no staff members signed into that classroom, administrators explained sometimes floaters are signed into the office, but have not signed in on the attendance record for the classroom where they are present. This practice causes classrooms to appear to have incorrect staff-to-child ratio. Technical assistance was provided to the administrator to ensure all staff, including floaters, are signed in on the attendance record for the classroom where they are present.
