On August 2, 2024, the Office of Child Care Licensing (OCCL) received a complaint regarding concerns of not following proper diapering procedures, not providing adequate food and water to children, and lack of supervision. An investigation was conducted beginning August 8, 2024, and concluding September 25, 2024, due to OCCL staff changes. There is no evidence to substantiate this complaint for not following proper diapering procedures based on interviews with three staff members and observation of daily logs from the Tadpoles application. Staff members noted some diaper changes may not have been marked on the Tadpoles application, but stated all children are changed every two hours at most. There is no evidence to substantiate this complaint for not providing adequate food and water to children based on interviews with staff members. All staff interviewed noted Child #1, and other children in the class, do not always sit at the table during lunch. Staff interviewed noted all food provided by a parent is set out on the lunch table and offered to that child. The amount each child eats at a meal is documented in the Tadpoles application. There is no evidence to substantiate this complaint for lack of supervision based on interviews with staff and observation of the classroom. During their interview, Staff #2 noted they observed Child #1 playing with playdough scissors and redirected the child. Staff # 2 did not observe any hair get cut in the classroom. The staff member stated no pieces of hair were found in the classroom but were brought into the center hours later by Parent #1.
