101223 Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights ...(2) To be accorded safe, healthful and comfortable accommodations, furnishings and equipment to meet his/her needs. Director states the facility had a training with all staff to review children's personal rights and treatment of children. Director will submit the meeting agenda to LPA, signed by all staff aknowledging the understanding of children's personal rights and proper treatment of children.
Based on video footage received, the licensee did not comply with the section cited above as children were observed not being treated in a safe, comfortable manner which poses/posed an immediate health, safety or personal rights risk to persons in care
