be administered by a parent or guardian to a child provided the caregiver administers drugs only to the child identified on the prescription label in accordance with the prescriber's instructions pertaining to dosage, frequency, and manner of administration. Prescription medication was observed on site for child A that did not have a prescription label with the child's name and instructions pertaining to dosage, frequency, and the manner of administration.
