Ms. Dabney’s group was sitting on the carpet and the adult: child ratios counted at that time of arrival was 1:27. Ms. Dabney’s group transitioned to the bathrooms down the hall. At 3:06 p.m. the ratios for her group was 1:24 when returning to the cafeteria.
