This facility currently operates with a Five-Star License, issued November 19, 2019. The last sanitation inspection was completed on December 12, 2025, earning a superior classification. The last satisfactory fire inspection was completed on August 8, 2025. The last annual compliance visit was conducted on April 15, 2025. W. Richardson, Lead Teacher, and K. Lynch, Administrator, were present and available to assist. Sixteen (16) children were present during the visit. The children were observed in free choice activities, preparing for lunch, toileting, and handwashing. Staff interacted with children in a positive manner. This facility is owned by Halifax County Public Schools. The program participates in NC Pre-K program and minimum requirements were monitored during the visit. I used the Annual Compliance Monitoring Checklist and the Child Care Center Item Number Listing (DCD 0357) as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to this facility. Ten percent (10%) of staff records and ten percent (10%) of children’s records and all program records were reviewed today. All children’s records and staff records were found to be in compliance. Two (2) violation for program recordkeeping was documented. The outdoor play area was also monitored and found to be in compliance. Due to the recent impacts of Hurricane Helene and other natural disasters, this deadline has been revised statewide, and facilities that have not yet enrolled should complete the online process by May 31, 2025. The Clean Classrooms for Carolina Kids Program is providing free facility-wide testing and inspections without any out-of-pocket costs. Due to the volume of testing and inspections, completion of the online enrollment process in the program is considered temporary compliance with the testing and inspection requirement and will allow facilities to participate in the funding mechanisms. This facility currently operates with a Five-Star License, issued November 19, 2019. The last sanitation inspection was completed on January January 9, 2025, earning a superior classification. The last satisfactory fire inspection was completed on September 6, 2024. The last annual compliance visit was conducted on May 3, 2024. W. Richardson, Lead Teacher, and K. Lynch, Administrator, were present and available to assist. Ten (10) children were present during the visit. The children were observed in free choice activities, teacher directed activities, preparing for lunch, toileting, and handwashing. Staff interacted with children in a positive manner. This facility is owned by Halifax County Public Schools. The program participates in NC Pre-K program and minimum requirements were monitored during the visit. I used the Annual Compliance Monitoring Checklist and the Child Care Center Item Number Listing (DCD 0357) as a basic monitoring tool to assess compliance with all applicable child care requirements pertinent to this facility. Ten percent (10%) of staff records and ten percent (10%) of children’s records and all program records were reviewed today. All children’s records and program records were found to be in compliance. One (1) violation for staff recordkeeping was documented. The outdoor play area was also monitored and two (2) violations were documented. Any violations observed were discussed with you and documented on the computer-generated visit summary left with you at the conclusion of the visit. The following violations were documented today. OUTDOOR PLAY AREA In monitoring the outdoor child care center premises, the grass and other vegetation was not maintained in a manner which does not create conditions that encourage vermin, attract or harbor pests. Three (3) active fire ant mounds were observed on the outdoor play area premises. All the mounds were treated during the visit. LEAD IN WATER/PAINT AND ASBESTOS Public schools and licensed child care facilities in North Carolina are eligible to participate in the funding mechanisms to cover the costs of testing for lead in water and inspecting for asbestos and lead-based paint hazards beyond the May 1, 2024 deadline listed in 10A NCAC 41C .1002(a). Due to the recent impacts of Hurricane Helene and other natural disasters, this deadline has been revised statewide, and facilities that have not yet enrolled should complete the online process by May 31, 2025. The Clean Classrooms for Carolina Kids Program is providing free facility-wide testing and inspections without any out-of-pocket costs. Due to the volume of testing and inspections, completion of the online enrollment process in the program is considered temporary compliance with the testing and inspection requirement and will allow facilities to participate in the funding mechanisms. Currently this NC Pre-K program within the Halifax County Public School operates with a Five Star License issued November 19, 2019 earning seven (7) points in the Education Component, six (6) points in the Program Component (meeting reduced ratios and enhanced space), and one quality point for all lead teachers having a AAS or higher in ECE/CD. The last annual compliance visit was conducted August 29, 2023. The posted sanitation inspection was conducted on January 16, 2024 earning a “Superior” classification. The fire inspection on file was conducted August 4, 2023 and this facility was approved for daytime care only. Please contact the appropriate agency to request an annual inspection be conducted. Staff records reviewed were in compliance. Other staff records should be monitored for the same information to ensure compliance. DCDEE WORKS: New staff that has not had their education evaluated will need to create a WORKS account by accessing our website under the provider tab, then click DCDEE WORKS. Once account is created, staff should upload or submit original transcripts or certificates to the division for evaluation of their education. Existing staff who has completed additional college course work should also upload and or submit new transcripts. Staff should also apply for what position they want to be evaluated for. (teacher, lead teacher, group leader, etc.) If you need assistance or have any questions, you should contact our workforce education unit. NEW CRIMINAL BACKGROUND CHECK LEGISLATIVE CHANGES: The 2022-2023 Appropriations Bill (HB 103) signed by Governor Cooper on July 11, 2022, made two important changes to North Carolina General Statute 110-90-2 regarding child care Criminal Background Checks. • The period for background check qualification renewals was revised from three years to five years. • The provisional qualification period was reduced to forty-five days. The Division intends to implement these changes as soon as possible. An individual’s current Qualification Letter will be extended 2 years for the total of 5 years. New Qualification Letters will not be generated. Individuals with a Provisional Qualification Letter will receive a Qualification Letter on the 45th day. Letters are generated in the Criminal Background Check portal. HEALTH AND SAFETY TRAININGS: Health and safety trainings are due every five (5) years. If any staff completed trainings in 2017, trainings will be due this year, 2022. I encourage staff to be intentional and start completing trainings. Health and safety trainings are now on MOODLE. There are a couple of ways for a student to access the health and safety training. • The enrollment process and completion of course materials tend to work best with a windows laptop or desktop using Firefox, but other devices and Google Chrome should also work. • From the Moodle home page, students need to log-in with their NCID and password. The log-in is in the upper right corner of the screen. • After log-in, the student should scroll to the bottom of the page. In the ‘Search courses’ box, the student should type in the short name “Year 2023 CCDF” and then click go. The student should not register for prior year courses as they are no longer available. • After completing the course search for “Year 2023 CCDF”, the student should be able to register for the course. • Once registered, the student will then need to use the “ADDITIONAL DIRECTIONS” for step-by-step instructions. Should a student encounter an issue, we are requesting they report the CCDF 2023 course issue (i.e. they are unable to complete the course evaluation or receive a training certificate), to the North Carolina Child Care Health and Safety Resource Center using the following link https://healthychildcare.unc.edu/contact-us-form/. Currently this NC Pre-K program within the Halifax County Public School operates with a Five Star License issued November 19, 2019 earning seven (7) points in the Education Component, six (6) points in the Program Component (meeting reduced ratios and enhanced space), and one quality point for all lead teachers having a AAS or higher in ECE/CD. The last annual compliance visit was conducted August 29, 2023. The posted sanitation inspection was conducted on January 16, 2024 earning a “Superior” classification. The fire inspection on file was conducted August 4, 2023 and this facility was approved for daytime care only. Please contact the appropriate agency to request an annual inspection be conducted. Ms. Katina Lynch, Administrator/Principal was present during the visit. W. Richardson, Lead teacher, assisted with today's visit. Eighteen (18) children were observed in care ages four (4) years to five (5) year olds. Children were observed in large group activity, washing hands and toileting, and engaging in free choice activities and centers. All staff and child interactions were warm and caring in nature. The following violations are documented today: Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. Three electrical outlets on surge protector located in library center behind television were not covered. 10A NCAC 09 .0604(c) Violations documented above must be corrected immediately. A signed and dated letter of compliance must be mailed to me by May 17, 2204 describing how and when the violations were corrected. This two-week time frame is established to allow you time for submitting your compliance letter and is not intended to be used as a guide for correcting violations, as they should be corrected immediately. GENERAL RULE REMINDERS: Child Care Licensing Requirements are established to ensure a safe, healthy, and developmentally appropriate environment for all child care facilities. Therefore, it is important for you to be knowledgeable of all licensing requirements that apply for your center. It is your responsibility to maintain compliance with the applicable laws and rules; always whether they have been monitored or specifically discussed with you in the past. TECHNICAL ASSISTANCE AND CONSULTATION: Compliance History: Prior to today's visit, this facility has maintained an 18-month compliance score of 96%. PROGRAM RECORDS: Fire Drills/Emergency Drills, Fire inspection, Sanitation report, First Aid/CPR Poster, Playground Outdoor Inspections, EMC Plan and License were reviewed and current. ELECTRICAL OUTLET: Two electrical outlets were uncovered without plugs. We discussed making sure all electrical outlets are plugged at all times. Please refer to this section of the child care rules to review rule on Safe indoor environment. This was corrected during the visit. 10A NCAC 09 .0604 SAFETY REQUIREMENTS FOR CHILD CARE CENTERS. CHILDREN AND STAFF RECORDS: Ten percent (10%) or more of children records were monitored. Children records reviewed, were in compliance. Other children’s files not reviewed should be monitored to ensure compliance for the same information. Ten percent (10%) or more of existent staff files were monitored. Staff records reviewed were in compliance. Other staff records should be monitored for the same information to ensure compliance. DCDEE WORKS: New staff that has not had their education evaluated will need to create a WORKS account by accessing our website under the provider tab, then click DCDEE WORKS. Once account is created, staff should upload or submit original transcripts or certificates to the division for evaluation of their education. Existing staff who has completed additional college course work should also upload and or submit new transcripts. Staff should also apply for what position they want to be evaluated for. (teacher, lead teacher, group leader, etc.) If you need assistance or have any questions, you should contact our workforce education unit. NEW CRIMINAL BACKGROUND CHECK LEGISLATIVE CHANGES: The 2022-2023 Appropriations Bill (HB 103) signed by Governor Cooper on July 11, 2022, made two important changes to North Carolina General Statute 110-90-2 regarding child care Criminal Background Checks. • The period for background check qualification renewals was revised from three years to five years. • The provisional qualification period was reduced to forty-five days. The Division intends to implement these changes as soon as possible. An individual’s current Qualification Letter will be extended 2 years for the total of 5 years. New Qualification Letters will not be generated. Individuals with a Provisional Qualification Letter will receive a Qualification Letter on the 45th day. Letters are generated in the Criminal Background Check portal. HEALTH AND SAFETY TRAININGS: Health and safety trainings are due every five (5) years. If any staff completed trainings in 2017, trainings will be due this year, 2022. I encourage staff to be intentional and start completing trainings. Health and safety trainings are now on MOODLE. There are a couple of ways for a student to access the health and safety training. • The enrollment process and completion of course materials tend to work best with a windows laptop or desktop using Firefox, but other devices and Google Chrome should also work. • From the Moodle home page, students need to log-in with their NCID and password. The log-in is in the upper right corner of the screen. • After log-in, the student should scroll to the bottom of the page. In the ‘Search courses’ box, the student should type in the short name “Year 2023 CCDF” and then click go. The student should not register for prior year courses as they are no longer available. • After completing the course search for “Year 2023 CCDF”, the student should be able to register for the course. • Once registered, the student will then need to use the “ADDITIONAL DIRECTIONS” for step-by-step instructions. Should a student encounter an issue, we are requesting they report the CCDF 2023 course issue (i.e. they are unable to complete the course evaluation or receive a training certificate), to the North Carolina Child Care Health and Safety Resource Center using the following link https://healthychildcare.unc.edu/contact-us-form/.
