Your facility operates as an NC PreK program in the following spaces: five, where children participating in the NC Pre-K program are cared for. Kim Barnes, Child Care Consultant, assisted with today's visit. Upon arrival, You, C. Arrington, Administrator, was present and available to assist with today’s visit. Your program currently operates with a five-star license issued on June 27, 2025, earning 7 points in the education component, 6 points in the program standards component and 1 quality point for the Administrator has completed a business training course of at least 30 clock hours. The last annual compliance visit was conducted on June 3, 2025. The last sanitation inspection was completed on December 31, 2025, with a “Superior” classification “0” demerits. The last fire inspection was conducted on April 30, 2026, and your facility was approved for daytime and night care. The license was posted, and the restrictions were in compliance. Thirty-one (31) children were present from infants to five years old. The children were observed in free-play in centers, music and movement, engaging in gross-motor play, in the outdoors, and personal care routines. Staff were observed interacting with the children in a positive and nurturing manner. The children were served the following for lunch: pizza, green beans, mixed fruit and milk. Any violations of the child care requirements observed today were discussed with you and documented in the visit summary report and reviewed with you at the conclusion of the visit. The following violations were documented during this visit: Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The fire inspection was completed on April 30, 2026; however, the completed inspection was not sent to the child care consultant within seven (7) days of the inspection being completed. 10A NCAC 09 .0304(a) 1115 First aid kit and/or fire extinguisher was not located in vehicle; kit and/or extinguisher was not mounted or secured if in passenger area. Originally you wanted to complete Pathway Two but didn’t realized you would have to reduce your ratios by at least one child to meet the required reduced enhanced ratios. We reviewed the NC Rated License Assessment Project (NCRLAP) and reviewed the self-study forms. You are going to be working on your self-study from May through August and request the environment rating scales in August. REMINDERS: CLEAN WATER FOR US KIDS: We discussed the Clean Water for Carolina Kids program. According to the Clean Water for Us Kids website you last tested the drinking water on March 27, 2024. C. Arrington, Administrator, was present and available to assist with today’s visit. Your program currently operates with a five-star license issued on November 27, 2017, earning 7 points in the education component, 6 points in the program standards component, and 1 quality point for having an administrator who has completed a business training course of at least 30 clock hours. The last annual compliance visit was conducted on July 9, 2024. The sanitation inspection was completed on December 19, 2024, with a “Superior” classification “0” demerits. The fire inspection was completed on July 8, 2024, and the center was approved for daytime care only. The license was posted, and the restrictions were in compliance. Eighteen (18) children from ages one (1) to five (5) years old were present during the visit. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in the indoor learning environment and found supervision and staff/child ratios to be in compliance. Children were engaging in art activities, group time, free-play, and individualized activities with the teacher. The following items were monitored: Supervision, Staff Child Ratio, First Aid, CPR, ITS SIDS, Special Training, CBC Qualification, Emergency Medical Care Plan, Storage of Hazardous Substances, Administration of Medication, Adequate/Approved Space, Permit Restrictions, and Program Records. Any violations of the child care requirements observed today were discussed with you and documented in the visit summary report and reviewed with you at the conclusion of the visit. The following violation(s) of the child care requirements were documented today: Violation Number Comment Rule 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). TECHNICAL ASSISTANCE: CRIMINAL BACKGROUND CHECK: Elvisha Pearce had a criminal background check (CBC) letter on file; however, it was not current. The issue date on the letter was October 30, 2019, and the expiration date on the letter was October 30, 2024. After discussing this with Ms. Arrington it was determined that she misread the CBC letter. She thought she added an extra two years to the expiration date, not realizing that the CBC letter was issued for five (5) years, and not three (3) years. She stated she would have Ms. Pearce complete the criminal background check process immediately. I informed Ms. Arrington that Ms. Pearce has 15 days from today’s date to have the CBC letter on file or she may not return to the facility. PROGRAM ASSESSMENT (ERS-3) UPDATE: Starting February 1, 2025, as part of QRIS Modernization, Session Law 2024-34 states that beginning on February 1, 2025, new child care facilities and child care facilities that choose to use program assessment to earn points toward their Two through Five Star Rated License shall be evaluated using the following, as applicable: • Infant/Toddler Environment Rating Scale, Third Edition (ITERS-3) • Early Childhood Environment Rating Scale, Third Edition (ECERS-3) • Family Child Care Environment Rating Scale, Third Edition (FCCERS-3) • School-Age Care Environment Rating Scale, Updated Edition (SACERS-U) The North Carolina Rated License Assessment Project (NCRLAP) has prepared many resources and trainings for child care facilities to use in planning for the new editions of the Environment Rating Scale. The NC Division of Child Development and Early Education is implementing the use of lower threshold scores to assist child care facilities in their shift to the new edition, matching the NC Child Care Commission’s on-going work regarding proposed QRIS rules. This intentional, collaborative planning will ensure a smooth transition regarding program assessment requirements. Hold Harmless remains effective until all new QRIS rules are effective. New child care facilities and child care facilities that choose to move forward with ERS-3 program assessment should work with their consultant to learn more about the changes and revised scores needed to earn points toward their Two through Five Star Rated License. CLEAN WATER FOR US KIDS: According to the Clean Water for Us Kids website you last tested your water for lead on March 27, 2024. Please remember you must test your drinking and cooking water every three (3) years. According to the Clean Water for Us Kids website, The Clean Classrooms for Carolina Kids™ team determined that Little Grown-Ups Child Care Center was exempt from the lead-based paint assessment requirements. The facility provided the appropriate documentation to show all buildings were built after 1978 and no lead-based paint was used in order to meet the building age exemption criteria per 10A NCAC 41C.1004. No additional action is required by the facility. The Clean Classrooms for Carolina Kids™ team determined that Litte Grown-Ups Child Care Center required an on-site visit to fulfill North Carolina rule requirements. An accredited asbestos professional did not identify asbestos hazards at the facility. There is no requirement to restrict access to or mitigate asbestos-containing materials that are in good condition per 10A NCAC 41C .1003. CRMINAL BACKGROUND CHECK-AMBCMS PORTAL: The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted.
