On 10/12/2021, I conducted a telephone interview with Complainant. Complainant stated that on Friday, 10/08/2021, the center was informed that there was a flea problem. Children and child care staff members were being bitten. Child care staff members and children returned to the center on Monday, 10/11/2021, and continued to be bitten by fleas. An exterminator was called and the center was sprayed the evening of 10/11/2021. I asked Complainant if she was satisfied with the center's response since the exterminator had been out to address the issue. Complainant indicated that it was possible that due to the pandemic and worker shortage, an exterminator could not come out before 10/11/2021. However, Complainant stated it was still an inappropriate response because parents should have been notified that there were fleas. Children and child care staff members should not have been allowed to come back to the center while there were fleas. I explained to Complainant that I would address the flea situation as a maintenance of premises allegation, but there is no rule requiring parental notification of insects in the building. On 10/12/2021, I conducted an unannounced onsite inspection at Morningstar Early Learning Center. I met with the program director and licensee designee, Christina Wilcox. I informed Ms. Wilcox that a complaint had been received regarding fleas in the center. Ms. Wilcox stated that she rents space in the building from Macomb County and last week, she received a notice from the county that some shared use space including the gym and auditorium were going to be closed for pest management application to address bugs in the building. Ms. Wilcox did not ask for additional information, but did not use the shared use space during this time. On 10/07/2021, a child care staff member, Michelle Garcia, informed Ms. Wilcox that she found a bug on a child in the Early Head Start 2(EHS2) classroom. Ms. Garcia was not sure what type of bug, and the bug was flushed down the toilet. Ms. Wilcox asked Ms. Garcia to save any bugs she found so that the bug could be given to pest control for identification and treatment. On 10/08/2021, child care staff members were working, but there were no children in care. Ms. Garcia and the other child care staff member in the EHS2 classroom, Katina Staple, found additional bugs in the classroom. Ms. Wilcox was not working on 10/08/2021, so Ms. Garcia and Ms. Staple reported the bugs to the assistant program director, Glynis Rumfelt. Ms. Garcia and Ms. Staple were able to save some of the bugs in a bag and it was confirmed the bugs were fleas. Ms. Garcia and Ms. Staple cleaned and vacuumed the classroom on 10/08/2021 while there were no children in care. Ms. Wilcox stated she had already informed the landlord, Macomb County, that there were bugs on her side of the building and pest control was scheduled to come 3 out on 10/11/2021 after closing. Ms. Wilcox tried to get pest control out over the weekend, but the soonest they could come out was on 10/11/2021. Ms. Wilcox indicated she did not receive complaints or any information that the fleas were in any other room beside the EHS2 classroom. She confirmed that pest control treated the entire center for fleas on 10/11/2021 and parents were notified of the fleas and scheduled pest control measures in an email on 10/11/021. Ms. Wilcox denied being aware of any children being bitten by the fleas, but acknowledged that Ms. Rumfelt and possibly Ms. Garcia or Ms. Staple had been bitten while in the classroom. She did not receive any complaints or concerns from parents regarding the fleas. During the onsite inspection, I conducted an interview with Ms. Staple. Ms. Staple explained that on 10/07/2021, she found a bug on a child and told Ms. Wilcox right away. At that time, Ms. Staple was not sure what type of bug it was. On 10/08/2021, there were no children in care and she and Ms. Garcia found more bugs, so they showed Ms. Wilcox the bugs and Ms. Wilcox arr
