Provider released a child to the additional adult without the direction of the parent. The additional adult removed the child from the home and took the child off-site for one hour.

LS observed additional adult walking alone with a 1 year old child outside the child care home. Provider did not have written permission for the child to be away from the child care without the provider for more than 1 hour.
