Provider released a child to the additional adult without the direction of the parent. The additional adult removed the child from the home and took the child off-site for one hour.
LS reviewed provider's written attendance records. Each child's attendance was not verified by a parent.
LS observed additional adult walking alone with a 1 year old child outside the child care home. Provider did not have written permission for the child to be away from the child care without the provider for more than 1 hour.
Approved additional adult was not present in the child care area when entering the lower level. Additional adult came downstairs shortly after inspection began.
