LS observed one classroom in use that is not on the license. Director stated she would like to open the classroom as a two year old classroom. LS also, observed a 10 year old child in the preschool room.
LS observed two broken parts on the jungle gym in the outdoor play space.
Upon arrival of LS and LS supervisor, observed 2 children under the age of 2 years (20 months) enrolled and present in the program in the classroom 2 with mix age group of 4 2's and 4 3's. It was discussed with owner/director that she is not license to have children under the age of 2 years old and they must needs to go home and disenrolled from the program.

Licensing staff also observed Ms. Tinsley leaving all the children unattended with two aides multiple times.
