In addition, staff of the Northeast YMCA and the child care center revealed that the dozens of children who were five-years-of-age to twelve- years-of-age were participating in the Northeast Family YMCA Summer Program, which is separate from the child care center. However, the Northeast YMCA staff could not produce any license from the Division of Regulated Child Care or any other licensing authority for the operation of the Northeast Family YMCA Summer Program. During onsite visits conducted on 7/10/2020 and 7/22/2020, dozens of children from five-years-of-age to twelve-years-of-age were observed in activities throughout the Northeast YMCA facility (inside and outside). Specifically, on 7/22/2020, the Division of Regulated Child Care (DRCC) was informed that there were approximately 180 children from five-years- of-age to twelve-years-of-age participating in the Northeast Family YMCA Summer Program. In addition, the investigation revealed that the Northeast Family YMCA Summer Program could not produce any license/certificate for it's ability to operate independently as a summer camp. Furthermore, the investigation revealed that the executive staff was aware the Northeast Family YMCA Summer Program began operating the program in June 2020 without any approval from DRCC or any other licensing authority. Moreover, on 7/22/2020, there were thirty-eight (38) children, infant through preschool age, at the child care center. Finally, based upon the facts above, the child care center was operating above its maximum capacity of eighty (80) children; and was caring for school age children, despite the lack of DRCC approval for school age care, per approved age groups documented on the approved license that was issued by DRCC. Therefore, the center implemented a change in capacity and change in services prior to submitting a written request and allowing for approval before implementation of the changes.
