Licensing specialist reviewed video footage of the two and tot's classroom and observed children being put in time out for a long period of time. One childcare personnel placed a child in-between her legs to keep her stationary. The facility does not implement timeout, the facility's discipline policy for this age is redirection and if a situation escalated, they implement the "cozy calm down corner". Childcare personnel did not comply with the facility's discipline policy by placing children in time out. CCF Handbook Section 2.8: B. The childcare facility operators, employees, and volunteers must comply with written disciplinary and expulsion policies. Health And Medication

After reviewing footage from the two and tot's classroom, licensing specialist observed the other two childcare personnel in the classroom interacting inappropriately with many children. They pulled on children by their wrist/arms, refused to let them play with certain toys/areas of the classroom, and was seen placing a child in-between their legs to restrict them from getting up. CCF Handbook 8.2 Child Safety: C. Childcare personnel must appropriately interact with children to foster a healthy, safe environment that will encourage the childs physical, intellectual, motor, and social development. Interactions with children that are aggressive, demeaning or intimidating in nature are strictly prohibited. Supervision

The Provider will conduct a supervision training for all childcare personnel. In addition, the training will include proper communication techniques to ensure staff are aware of staff entering and exiting the room while children are in care to prevent this incident from occurring again. The Provider will ensure the adequate number of staff are in the room at all times. Training itinerary and sign in roster should be sent to the licensing office on or before 05/23/2024 via email. Per DCF Handbook 2.4 Supervision Childcare personnel must be assigned to provide direct supervision to a specific group of children and be with that group of children at all times. Children must never be left without childcare personnel supervision inside or outside the facility, in a vehicle, or at a field trip location. C. 2.3 Ratios The staff-to-child ratio, as established in Section 402.305(4), F.S., is based on primary responsibility for the direct supervision of children and applies at all times while children are in care. While conducting the onsite inspection the two-year-old classroom was observed with a ratio of 1:13 two-year-olds. Two children were transferred and moved over to another classroom. Also, while conducting the same inspection, the counselor observed the outside play area to also be in ratio violation. The outside play area had a ratio of 3:23 one and two years olds, which would require a total of 4 teachers and there were only 3 teachers supervising the children. After the observation was made, the Assistant Director instructed the one-year-old class to leave the outside area and go back inside. This left 1:11 two years olds, in ratio. ***All ratio violations were resolved while counselor was onsite. (See supplemental for entire school ratio's)

Open containers of chicken nuggets, waffles, bread and cheese and were observed to be stored in the freezer and refrigerators without being properly covered, sealed or dated. Additionally, several containers of milk and leftover foods were observed to be stored in the refrigerators without dates. The violation was corrected when the provider dated the containers and sealed the ones that were open. On the toddler playground, 6 staff were observed to be supervising 30 children, ages infants - ones. The violation was corrected when the infant group (8 children) were brought inside by 2 staff, leaving only 4 staff and 22 one-yr-old children on the toddler playground. The director states there are normally 8 staff on this playground when all 30 children are outside, but today, 2 staff had called out. Strategies for ensuring ratio is maintained at all times were discussed. Caregiver-To-Child Ratio

A wet mop that was used to clean the bathroom floor during the inspection was observed to be stored in the kitchen food prep sink, near some cutting boards that were being stored behind the faucet of this sink. Additionally, there were several spray bottles of cleaning products also being stored on this sink. The violation was corrected when staff removed the mop to the mop bucket, removed the chemicals and sanitized the sink and the cutting boards.
