OCCL s investigation of regulatory non-compliance began after clearance from other agencies was received. On August 1, 2025, an incident of staff failing to use appropriate behavior support was self-reported to the Office of Child Care Licensing (OCCL) by the facility. On August 5, 2025, OCCL received a complaint regarding the same incident. An investigation began on August 5, 2025, and concluded on February 23, 2026, after clearance from other agencies was received. Based on the evidence from the self-report, staff member interviews, and information from representatives of outside agencies, this complaint is substantiated for a staff member failing to use appropriate behavior supports. The staff member s employment was terminated by the facility on August 3, 2025.

A licensee shall ensure that all staff use prevention strategies, appropriate redirection rather than restraint, and positive developmentally-appropriate methods of behavior supports for children, which encourage self-control, self-direction, positive self-esteem, social responsibility, and cooperation. Staff shall give directions and guidance in a clear, non-threatening manner. Denying children food, water, or toilet use because of inappropriate behavior is prohibited. Staff #1 used inappropriate tones and threatened to withhold food as a punishment. Staff #1 s employment was terminated on July 20, 2025.
