On June 9, 2026, the Office of Child Care Licensing (OCCL) received a complaint regarding allegations of not using positive behavior supports, inappropriate physical handling of children, yelling at children, and inappropriate treatment of children with developmental disabilities. An investigation was conducted on June 22, 2026. Based on the investigation, there is no evidence to substantiate the allegations of improper discipline. Administrator #1 denied yelling aggressively at children, physically forcing children into chairs, or making inappropriate comments regarding children with disabilities. Staff #1 denied physically disciplining children and denied striking or smacking Child #1. Staff #2 denied yelling at children and reported Administrator #1 has a naturally loud voice but stated they had not observed Administrator #1 yelling at children or engaging in inappropriate discipline practices. Staff #2 also reported no concerns regarding Staff #1's interactions with children. Regarding the allegation of inappropriate restraint of a child, Administrator #1 acknowledged a physical hold had been utilized during a prior incident involving a child exhibiting unsafe behavior. Administrator #1 reported the intervention occurred for safety reasons and involved a bear-hug hold while verbally supporting the child through the incident. No documentation, witness statements, or other evidence was obtained during the investigation indicating the intervention constituted inappropriate discipline. LS #1 reviewed the program's behavior management practices and found staff were able to articulate positive guidance strategies, including redirection, positive reinforcement, sensory supports, and Conscious Discipline techniques. No staff member interviewed reported observing inappropriate physical discipline, aggressive interactions with children, or discriminatory treatment of children with disabilities.
Disposition: No Evidence to Substantiate
On June 15, 2026, the Office of Child Care Licensing (OCCL) received a complaint regarding concerns of a persistent urine odor within the facility and allegations the condition created a health concern. An investigation was conducted on June 22, 2026. Based on the investigation, there is no evidence to substantiate the complaint. Licensing Specialist (LS) #1 conducted a walkthrough of the facility and did not detect a urine odor in classrooms, hallways, bathrooms, common areas, diapering areas, or nap areas. LS #1 also did not observe conditions indicating improper sanitation practices or environmental factors commonly associated with persistent urine odors. Administrator #1 reported the program follows established cleaning and sanitation procedures, including daily sweeping, routine mopping, disinfecting of classroom surfaces, immediate cleaning of toileting accidents, and sanitation of diapering areas after each use. Administrator #1 also reported there were no known plumbing issues, sewage concerns, or increases in illness complaints that would suggest sanitation deficiencies within the facility.
