The Office of Child Care Licensing (OCCL) received a complaint on April 15, 2025, regarding engaging in other activities during child care, not following the parent handbook suspension policy, and not being respectful when speaking to others. An investigation was conducted on April 29, 2025. This complaint is substantiated for not following the suspension and expulsion policy in the parent handbook because Provider #1 suspended Child #1 for three days, but the parent handbook states suspensions will be for one day. There is no evidence to substantiate Provider #1 not being respectful because she denied the allegation. While Provider #1 was engaging in other activities during child care, she was present in the home, and her non-emergency substitute was caring for the children. However, a concern is that Provider #1 is utilizing Substitute #1 to care for the children while she attends online classes and Provider #1 did not inform or receive OCCL approval before using Substitute #1 while attending classes.
Disposition: Substantiated
The Office of Child Care Licensing (OCCL) received a complaint on February 12, 2024, regarding not following the policies in the parent handbook and not meeting the needs of a child. An investigation began on February 20, 2024, and concluded on March 8, 2024. This complaint is substantiated for not following the food policy in the parent handbook since Ms. Stanford-Daniels did not have a written policy stating no outside food is allowed in the child care but she enforced a no outside food policy. There is no evidence to substantiate the allegation that Ms. Stanford-Daniels did not meet the needs of Child #1 because Ms. Stanford-Daniels stated Child #1 was encouraged to use the bathroom several times during the day. Additionally, Ms. Stanford-Daniels has a termination policy that states a child can be terminated immediately if a parent disrespectfully speaks to her.
Disposition: Substantiated
