Disposition: Unsubstantiated with Concern
OCCL s investigation of regulatory non-compliance began after clearance from other agencies was received. On June 17, 2025, the OCCL received a complaint regarding improper discipline. An investigation was conducted on July 30, 2025. There is no evidence to substantiate this complaint because interviewed staff members denied the allegations. Within five business days of receipt of this report, the licensee or administrator may contact OCCL if he/she disagrees with the findings or non-compliance cited in this Complaint Report.
Disposition: No Evidence to Substantiate
The Office of Child Care Licensing (OCCL) received a complaint on June 29, 2023, regarding improper discipline. It was sent to the Institutional Abuse Unit (IAU) on June 30, 2023, and accepted for investigation. OCCL and IAU conducted a joint investigation on July 12, 2023. On July 18, 2023, IAU stated their investigation would be closed as unsubstantiated with concern for unknown injuries. OCCL s investigation revealed no evidence to substantiate the complaint for improper discipline because the staff interviewed denied the allegations and stated they did not observe any bruises on Child #1 when he left the center.
Disposition: No Evidence to Substantiate
OCCL received a complaint on December 2, 2021, regarding improper discipline. An investigation was completed on December 8, 2021. The complaint is substantiated because one staff member stated she has observed Ms. Taylor squeeze the children s cheeks together when disciplining them, on multiple occasions. Also, one child stated Staff #3 spanks children if they do not nap and multiple children stated children are put into time-out for not taking naps. An additional concern is that children who do not seem to need or want more rest were not provided a quiet activity to do after 30 minutes.
