The Office of Child Care Licensing received a complaint on December 11, 2025, regarding a staff member revealing the middle finger with children present, a staff member wanting to fight a parent in the presence of children, a staff member vaping in the facility, a staff member using an illegal substance at the facility, and lack of positive behavior management. An investigation was conducted on December 15, 2025. The allegation of not modeling appropriate behavior is substantiated because staff stated in statements gathered by the facility that Staff #1 did use their middle finger while children were in care and was reprimanded for the incident. There is no evidence to substantiate the complaint of vaping in the facility because the staff all denied that they vape in the facility and no vaping was observed or smelled at the time of the visit. There is no evidence to substantiate the allegation of consuming illegal substances at the facility because staff denied that any illegal substances are used at the facility and there was no evidence during the visit of use in the facility or staff presenting themselves as under the influence. There is no evidence to substantiate the allegation that positive behavior management was not used in the classroom, as staff and children denied verbal or physical harm to the children. There is no evidence to substantiate the allegation that Staff #1 wanted to fight at the facility while children were present because the staff member who viewed the video of the incident stated they did not interpret the staff member taking off their over shirt and placing it in their vehicle as a threat and that it is typical behavior for this staff member.

OCCL s investigation of regulatory non-compliance began after clearance from other agencies was received. The Office of Child Care Licensing received a complaint regarding improper discipline on July 16, 2024. An investigation was conducted on October 7, 2024. The complaint is substantiated for improper discipline because a staff member grabbed Child #1 by the arm. This staff member s employment was terminated. A concern noted was the center did not report the allegation to the Child Abuse and Neglect hotline.

OCCL received a complaint on February 3, 2022, regarding improper discipline. An investigation was conducted on February 14, 2022. This complaint is substantiated for improper discipline because Staff #1 stated he did tell Child #1 to stop crying or he would retaliate but could not remember the specific wording he used. Staff #1 stated he would never hurt Child #1 but has a joking relationship with him because they are family.
