Angie Herald, an employee at the center, uses a tone of voice that has been described as screaming at children. According to Ms. Bowling, Ms. Hearal does have a sharp, shrill voice, however she doesn't scream at the chidren; however she did say that she uses the tone to get control of the group because they are the after school group. Ms. Herald should use structure and other ways to gain control. Using a loud tone is not acceptable as a method of control and is not condusive to child learning or behavior. (Outcome: Pending)

Section 111- Regulation 8 c. states that children shall take a drink of water whenever they feel the need. The Kid Connection has been prohibiting children from coming off the playground during the play period to get a drink of water and has been discouraging or prohibiting children from unsing the bathroom during this time also. The concern is that children are being encouraged to bite and hit children who do the same to them. This practice is expressly prohibited. According to Ms. Bowling, Heather Shrewsberry bit her child as a result of the child biting her. She stated that she took the child to a private area and the other children were not aware of the incident. This practice is not permitted. I would like to remind you and your staff that all children in the center are to be treated according to policy and regulations. The relationship of an employee to a child, such as mother ect, doesn't give them the right to make or carry out discipline proceedures that are in violation of standards. It is my opinion that Ms. Shrewsberry should be evaluated as to her suitability to care for children. (Outcome: Pending)
