A staff member engaged in prohibited actions, when, based on staff interviews, they used a raised voice and harsh tone when trying to guide children's behaviors. In addition, video footage shows the same staff member approaching children quickly and speaking very closely to their faces, which may be frightening or intimidating to the children.
