Upon the department's arrival a group of 12 children ranging in age from 2-4 years old are observed to be alone in the 2-4 year old classroom with no teacher present in the classroom. Later during the monitoring visit, a child in this classroom is repeatedly observed picking up and carrying a younger child around within the classroom with no attempts by staff within the room to stop the behavior.
