While teachers were in one area of the playground, one child was observed climbing the wood sandbox holding onto the fence which is adjacent to the road. The child's head was observed to be above the fence line when he was on the sand box. In that area, the sandbox is located 8 inches from the fence and the fence has a section that is below 4 feet high (about 1 foot length).
