5)c)vii) There were some lapses in active supervision during outdoor play. Several young children were gathered around a vehicle at the curb near the portable as a parent had just put their child inside, and a young child was climbing on the outside of the vehicle, pulling themself up on the door handles and stepping up on the side. A staff was nearby, but was looking downward and not attending to the children, so did not see this happening. It appeared the vehicle was preparing to leave and the child had climbed up again and was holding on to the side of it. The licensor got the site coordinator's attention to alert her to the situation so she could intervene. The children were very spread out around the field today. There were several children gathered far out on the field behind a tree and near the fence without a staff person close enough to be able to hear them or instantly respond to an unsafe or harmful event. There were children playing on the sidewalk next to the parking lot where parents pull up in their cars at the curb. A child stepped into the parking lot as a car had just swiftly driven past. One staff was nearby, but was turned away from the children and not attending to them and would not have been able to respond quickly enough to intervene and prevent an accident.
