110-300-0165(2)(b) · An early learning provider must take steps to prevent hazards to children including, but not limited to: (b) Eliminating and not using in the licensed space, pursuant to RCW 43.216.380, any window blinds or other window coverings with pull cords or inner cords capable of forming a loop and posing risk of strangulation to children; (i) Window blinds and other window coverings that have been manufactured or properly retrofitted in a manner that eliminates the formation of loops posing a risk of strangulation are allowed; and (ii) A window covering must not be secured to the frame of a window or door used as an emergency exit in a way that would prevent the window or door from opening easily;

Licensor observed blinds with pull cords in school-age room. Licensor observed plastic gloves and toilet paper in plastic wrapping inside of toddler bathroom. A lock was observed on cabinet, but cabinet was left unlocked while licensor was present. Licensor observed various loose cords in school-age room that were coming down from lamps, ac units, and other electrical items. Long yarn was also observed accessible to children. Center director moved yarn during visit.

110-300-0166(3)(c) · To ensure a safe exit from the premises during an emergency, early learning providers must comply with the following requirements: (c) Exit doors must not be partially or entirely blocked.
Licensor did not observe extra batteries inside of emergency backpack for battery powered lamp. Emergency exit door in outdoor space was observed to have a tire partially blocking emergency exit door. Dispute Description: The tire is there for a purpose and has been there for 15 plus years. It’s a small mini bike tire to prevent the children from ramming all their tricycles into the exit gate. From certain angles, it does look like it might be blocking the exit route, however if you are close to it, you do realize there is plenty of room to exit. We do monthly fire drills and have never had any issues. Extra batteries were put in school age backpack on August 10th, 2024. The tire is there for a purpose and has been there for 15 plus years. It’s a small mini bike tire to prevent the children from ramming all their tricycles into the exit gate. Climber with attached green slide on the preschool playground has 7" of ground cover at two measured points within the 6ft fall zone. Blue slide in the same area only has 5" of ground cover. Must have 9" of ground cover within the fall zone of climbing equipment. Red climber on the school age playground has 6" of ground cover in the 6 ft fall zone and swings have 6" ground cover in the fall zone. Must have 9" of ground cover.
