6.2.1.3 · The program director shall ensure that the number of staff present meets requirements described in the chart below for ages of children, maximum group size, and staff/child ratios at any time of day.
During the visit eleven children were in the toddler classroom and the daily attendance indicated on some days there are 12 children present. There were three children under the age of thirty two months old in the group. Group size may not exceed ten children when there is a child present that is under thirty two months old. Non compliance with this regulation is usually cited as a serious violation.However, a review of the attendance sheet from the week of the program's last compliance visit in April of 2023, reflected that there were more than ten children in the toddler group and there were children present under the age of thirty two months old.during the last regulatory compliance visit in April of 2023 the program had more that ten children in a group and a violation was not cited. This was licensing oversight during that visit and therefore a serious violation will not be cited. The program should have consulted the group size chart prior to moving children from the infant room into toddler room.

3.4.7.3 · Within six (6) months of the initial date of employment; staff and auxiliary staff left alone with children and/or counted in staff/child ratio as specified in the rule 6.2.1.8 of these regulations, and the program director shall maintain an up-to-date BFIS Quality and Credential Account. Documentation, verification of qualifications, and all annual professional development activities as specified in the rules in sections 7.3 and 7.4 of these regulations shall be submitted to Northern Lights at CCV to be verified and maintained in BFIS.
Multiple staff members who have been with the program for more than six months were missing required training and credential documents in their BFIS Quality and Credential accounts. Missing documents included FA/CPR, Mandated Reporter Training, Vermont Orientation, high school diplomas and college transcripts.
