8VAC20-780-400-B · Based on interviews and review, facility did not ensure behavioral guidance is constructive in nature, age and stage appropriate, and intended to redirect children to appropriate behavior and resolve conflict.
Evidence: On 9/28/2022 at approximately 8:30 am, three staff were present with forty-two children. Children reported to staff that child #1 (age 10) was behaving inappropriately. Staff # 2 attempted to redirect children?s behavior and staff #1 interrupted their conversation and began interacting with the child. According to witness interviews and review of facility documentation, staff #1 told child #1 to move to another table and child #1 stated ?no?. Staff #1 repeated herself multiple times, ?screaming at the top of her lungs `get up out of your seat?.? Child #1 continued to state ?no?. Staff #1 then ?grabbed (child #1)?s arm, yanked him out of the chair and pushed/dragged him to a table? close to where he had been. Children, with the exception of child #1, were dismissed to school. Conversation continued between child #1, staff #1 and staff #2. Staff #1 became angry and used expletive words multiple times as she exited the program. Child #1 was present during the entire incident.
